IPAF Launches Roadway Safety Campaign to Address Rising MEWP Vehicle Strike Incidents

  • 137% increase in roadway-related incident reports

  • 258% rise in the number of persons involved

  • 58% increase in fatalities linked to MEWPs being struck by vehicles or machines


Sector analysis shows:

  • 47% of incidents occurred in construction

  • 15% occurred in facilities management, including maintenance, painting and cleaning


In terms of those affected:

  • 76.5% of incidents involved MEWP operators or occupants

  • 10% involved members of the public


New Safety Leaflet and Campaign Launch


The How to Stay Safe on or Near Roadways campaign was launched alongside a new IPAF safety leaflet, unveiled at IPAF’s Working at Height Conference & Awards.


The leaflet emphasises the importance of:

  • Correct setup and planning

  • Understanding duty-holder responsibilities

  • Applying best practices when operating MEWPs near traffic


The guidance is designed to provide contractors and operators with a structured approach to managing roadway risks.


Industry Perspective on Roadway Risk


Tony Groat, IPAF’s North America Regional Manager, highlighted the importance of proactive planning:

“Working close to live traffic presents unique risks that must be carefully planned for. Even though MEWPs are designed for safety, incorrect setup or inadequate traffic control can lead to serious incidents. This new leaflet gives users a simple, structured way to assess, plan, and protect both workers and the public.”

He added:

“Although IPAF’s data already highlights a concerning trend, it’s likely that many incidents remain unreported. By promoting consistent planning, proper exclusion zones, and adherence to traffic control standards, we can prevent accidents and save lives.”

The guidance outlines the roles and responsibilities of key duty holders involved in roadway


MEWP operations, including:

  • Employers

  • Supervisors

  • MEWP operators


Key actions include:

  • Conducting job safety or hazard analyses (JSA/JHA)

  • Ensuring compliance with the Manual on Uniform Traffic Control Devices (MUTCD)

  • Selecting appropriate MEWPs for roadway environments

  • Establishing clear communication protocols

  • Maintaining emergency rescue plans

The leaflet also clarifies jurisdictional responsibilities following an incident, noting that investigations may involve:
