New Military Mobility Paper Published by ESTA

ESTA Pushes for Practical Military Mobility Reform


The European Association of Abnormal Road Transport and Mobile Cranes (ESTA) has published a new position paper on Military Mobility, as it continues to press Brussels to deliver on commitments for efficient and common heavy transport regulations applicable to both military and industrial operations.


The paper strongly supports the European Union’s recently published Military Mobility Package, while offering a series of recommendations aimed at improving the proposals and ensuring they are operationally practical for transport operators.

The position paper was sent last week to representatives of DG MOVE, the European Parliament, and the Council of the European Union.


Support for the Military Mobility Package


ESTA said it particularly welcomes:

  • The inclusion of civilian abnormal road transport operators within the Military Mobility Package

  • Proposed new transport provisions such as a standard permitting procedure

  • Short deadlines for ad hoc transport authorisations


However, ESTA has stressed that these measures must be aligned with broader regulatory reform.


Call to Finalise Weights and Dimensions Directive


Alongside its support for the Military Mobility Package, ESTA has urged European decision makers to finalise the long-awaited revision of the Weights and Dimensions Directive and to introduce greater harmonisation of abnormal transport rules across EU member states.

ESTA argues that without this alignment, the objectives of military mobility cannot be fully achieved in practice.


Civilian Transport’s Critical Role


ESTA Director Ton Klijn underlined the importance of mobilising industry support at national level:

“We have written to our members asking them to share the position paper with their own national authorities, regulators and politicians as we try to ensure that this opportunity is not lost, as the reforms are essential for Europe’s industrial success and military security.”

The paper reiterates the dependence of military mobility on civilian expertise and assets:

“The transport of heavy and oversized military equipment relies on civilian operators and mobile cranes. Solutions limited to purely military assets will not work in practice.”

Key Recommendations from ESTA


The position paper calls for:

  • Fast, predictable, and harmonised military transport permits within a single EU framework

  • Targeted exemptions for civilian operators in crisis situations, including relief from traffic bans, cabotage restrictions, and certain environmental rules

  • Flexible driving and rest time regulations during emergencies

  • Increased investment in dual-use infrastructure

  • Clear marking of critical infrastructure, indicating abnormal transport capacity


ESTA also calls for legal clarity for civilian transport companies and the integration of civilian expertise into governance bodies such as:

  • National Coordinators for Cross-Border Military Transport

  • The Military Mobility Transport Group


Legislative Process and Next Steps


The Military Mobility Package is currently under discussion by the European Parliament and the Council, ahead of Trilogue negotiations involving the Parliament, Council, and European Commission.


The Trilogue process aims to accelerate agreement on new EU legislation by resolving differences between institutions before formal legislative readings are completed, resulting in a single compromise text for approval.


Klijn added:

“This work is extremely important and we hope that all involved appreciate its urgency. ESTA will continue to actively advocate for finalising the work on the Military Mobility Package as soon as possible, and by the end of this year at the latest.”

Some dual-use transport infrastructure projects are already underway under the Connecting Europe Facility (CEF) programme.
