The milestone reflects more than three decades of investment in structured operator training and safety awareness across the global powered access sector.


Growth of the PAL Card Programme


IPAF’s training programme was launched in 1993, with the PAL Card introduced in 1998. In its first year, just over 11,000 operators were certified.


Since then, the programme has expanded steadily:

  • One million PAL Cards issued by 2014

  • 1.5 million by 2017

  • Two million by 2020

  • Three million reached in 2026


More recently, the introduction of Smart PAL Card technology has supported integration with machine security systems and telematics platforms, improving traceability and access control.


Global Reach and Industry Recognition

Today, PAL Cards are held by operators in more than 60 countries, reflecting IPAF’s international presence and the widespread adoption of standardised powered access training.


The programme is supported by a global network of IPAF-approved training centres and instructors, delivering consistent training aligned with international safety standards and regional regulations.

IPAF chief executive Peter Douglas said the milestone highlights the importance of training in improving safety outcomes:

“Issuing three million PAL Cards is a major milestone for IPAF and for the powered access industry as a whole. Each card represents an individual who has received recognised training and understands the importance of operating equipment safely.”

He added that the achievement reflects the commitment of IPAF’s training centres, instructors, members, and partners worldwide, reinforcing the role of training in reducing accidents and improving safety at height.
